SNGAlle fire lande søger at hævde deres uafhængighed af Moskva, samtidig med at de i forskellig grad samarbejder med SNG. All four countries are seeking to assert their independence from Moscow while cooperating in varying degrees with the Commonwealth of Independent States. Senere blev midlerne ligeledes anvendt i Central- og Østeuropa og SNG til udvikling af energipolitisk samarbejde. Later on the same entries were used for countries in central and eastern Europe and of the Commonwealth of Independent States for the development of cooperation on matters of energy policy.
